The 9th EYP-France Summer Forum in a few words

The Champagne-Ardenne Regional Committee organizes the EYP-France Summer Forum, in Reims, from July, 9th to July, 16th. It will be an occasion to celebrate the 10th anniversary of the founding of the first structures of our association in the region. The topic will be ""Variable geometry" Europe: what problems? what solutions?". This event will bring together nearly 130 young students and workers from across Europe to participate in a simulation of parliamentary sessions, cultural exchanges and an organized tour of Reims.

Presentation

The 9th Summer Forum of European Youth Parliament will take place in Reims from July the 9th to July the 16th . Reims is the most important city in Champagne-Ardenne with an affirmed European vocation. This forum will provide the opportunity to celebrate the 10th anniversary of the development of EYP-France in our region ten years after the first edition of this event at Epernay in Champagne-Ardenne in 2000.

This event which is organized by the Comité Régional Champagne-Ardenne will gather more than one hundred young people aged from 18 to 25 coming from all over Europe for one week.For 8 days these young Europeans will learn about each other and will work together in 7 committees of 15 participants to prepare resolutions on topics related to "Variable geometry Europe: what problems? what solutions?". The resolutions will be debated and voted in accordance with the rules of the European Parliament at the general assembly.

As soon as the participants arrive, they will be proposed some ‘’ communication games ‘’(teambuilding). These activities will help to make contacts easier and will create a team spirit in the group and its different committees.Emphasis will be placed on the discovery of regional heritage both historical and cultural or culinary.Tours of the city of Reims and its monuments will be organized . It also will be offered to the participants to be involved in local events : Flâneries musicales, fireworks of July 14th ‘’ a French national holiday ‘’….Meetings and conferences will be held with the participation of local, regional an European politicians.

Highlights

Team Building:

The purpose of this first part is to build well-functioning committees, based on mutual respect, sharing and trust. The young parliamentarians will get involved in various creative or cultural activities and sports to form a future working group.

The committee work:

The young parliamentarians are divided into committees to discuss a topical issue on Europe. The objective of this activity is to draft a resolution on the given topic. The draft resolution will be discussed during the General Assembly.

The General Assembly:

All participants take part in the plenary session. Each committee presents and defends their resolutions which are then debated by the Assembly. At the end of each debate, the young parliamentarians are called upon to vote. All resolutions are afterwards sent, for information, to the European Parliament, the French government and other institutions. Although the EYP discusses significant issues on the EU agenda, its main aim is not the exercise of political influence, but the offering of a unique educational experience to participants.

Social and cultural events:

Many events are organized to facilitate mutual acquaintance and the discovery of the cultures of other EU countries. Eurovillage is an opportunity to showcase the culinary specialties of an EU country. Trips and visits are also organized to enable participants to discover the local heritage and enjoy the cultural offerings of the hosting city.

Participate

The Forum is open to anyone aged 18 to 25 (as of July 9th, 2010) and living in one of the EU states, Iceland, Norway, Turkey and Liechtenstein.
An EYP experience for chairs and journalists will be required.
The European Youth Parliament being a purely non-political association, there is no political criterium to sign up for the Forum.

Participation fees

Participation fees are 70 euros per participant (20 euros for the chairs and journalists) and include accommodation, food, transport in the forum, costs related to activities planed on the programme and the whole logistics necessary for the Forum.
Everybody’s attention is drawn on the fact that these fees remain extremely low when compared to the real cost of the European Forum, since they only cover 10% of the whole budget, the remaining 90% being financed by public and private sponsors.
Will remain at the participants’ expense: travelling costs to come to Reims and to go back home, dinner during the night of “committee dinner” (12 to 15 euros), drinks during a party (5 to 10 euros), personal “extras” and potential activities which are not planned on the programme and performed during spare time.

Working and spoken languages

The only official working and spoken languages of the European Youth Parliament are French and English. Debates play out in both these languages only, and working documents only are written in these languages as well. It is subsequently essential to be able to understand them. However, we draw participants-to-be’s attention on the fact that English is usually the mainly used language during debates and activities of the Forums.

General policy of the Forum

Participants travel under their own responsibility and to their own costs. They have to comply with the law concerning immigration services (identity card, passport, visa…).
At their arrival to the Forum, participants will have to be able to justify their identity and their nationality by producing any valid official documents.
By registering to the Forum, you commit yourself to a firm and definitive participation to the entirety of the activities planned in the programme. Usual rules of well-behaviour naturally have to be complied with during the Forum.
Participants to the Forum remain, as adults, under their complete responsibility and therefore have to be insured for any damage or injury they could cause during the event.
Any infringement to the general policy of the Forum and/or any indecent or behaviour or any demeanour willing to disorder the normal sequence of the event would lead to the immediate and definitive exclusion from the Forum, without prejudice of potential judiciary pursuits which the association could deem good to undertake.

Notice concerning the media-related coverage

The Forum includes a great media-related coverage. Participants will therefore have to sign down a mandate for their image to be used as soon as they’ll arrive.

Help from the Organising Committee to participants

After the validation of your registration, the Organising Committee may provide official certificates in order to ease the prospecting of financial supports for your coming to the Forum or the potential obtaining of a visa.
Within the months prior to the Forum, the Organising Committee will keep a permanent contact with participants in order to prepare their arrival and their journey, and will remain available for any information, question, anxiety…

Inscription terms

There will be about 130 participants at the Forum d'Eté, including 90 delegates, 7 chairs and 7 journalists.

You need a valid e-mail address for all your contacts with the Organising Committee.

Registration as delegate

Registration as a delegate is open to any person aged 18 - 25 as of July 9th, 2010, and living in one of the 31 eligible countries.
The registration deadline for delegates is set on July 8th, 2010. However, the quicker you register, the more likely you are to ensure a place to participate to the session.
A few days after having sent your application, you will receive an e-mail specifying if your place has been booked or if you are put on a waiting list.
In case your place has been booked, you will have exactly 14 days from the day the e-mail was sent to pay your participation fees. Beyond that line, if we hear nothing from you, we will be given back the use of your place.
If you are on a waiting list, this does not mean won’t participate to the session. People could cancel their application, or not pay their participation fees in the required time, or we could even re-evaluate the number of place following a strong demand. Of course, you will be informed as quickly as possible of a potential change. However, if you finally decide not to participate to the session, please let us know for us to allot your place to someone on the waiting list.

Registration as chair or journalist

To be a chair or a journalist, you have to attest of an experience -even a minor one- within the European Youth Parliament, whatever the session (local, national, international…) or the position that you held (delegate, chair, journalist, organizer…) was.
After applying -the deadline being set on May 30th, 2010- you will receive a questionnaire concerning your experiences and motivations to participate to this session. If you apply to be a journalist, you will also be asked to write a short article about the Eurovillage.
The selection of chairs and journalists amongst applications is made according to the following procedure:
- Chairs are selected by the President of the European Youth Parliament-France and the President of the Organising Committee of the session.
- Journalists are selected by the President of the European Youth Parliament-France and the President of the Organising Committee of the session.

The selection will be done in such a way that nationalities of chairs and journalists will be as various as possible.
You will know the outcome of the selection before June 5th, 2010. You will then have 14 days to confirm your registration by paying your participation fees. If you don’t, we will be given back the use of your place to allot it to someone on the waiting list.

How to pay the participation fees ?

The participation fees are €70 for delegates and €20 for chairs and journalists.

The settlement of the fees is only possible by transfer payment on the account of the Organising committee. The data for the account in question will be specified in the e-mail informing you about the booking of your place and on the bill which will be attached.
You imperatively have to make the transfer within the 14 days following the receipt of the e-mail notifying that your place has been booked, otherwise your application will be cancelled.

In case of cancellation

For some reason you could be led to cancel your participation to the European Session after having paid your participation fees.
Even if we try to be as flexible as possible in the management of applications, please understand that we cannot guarantee the refund of your fees.
Your participation fees will thus be reimbursed according to the following conditions:
- If the cancellation occurs before 06/10/2010 inclusive, the repayment will be complete.
- If the cancellation occurs between 06/10/2010 and 07/01/2010 included, we will pay 50% of the fees back.
- Any cancellation occurring after 07/01/2010 will result in no reimbursement.

In all cases, any costs for transferring back the money will be deducted.
Refunds will be in euros, regardless of any potential loss or gain related to the fluctuation of the changing rates between the date of the payment and the date of the reimbursement.
Cancellations may only be made by phone and have to be confirmed by e-mail within one day at pejreims@yahoo.fr.

As for chairs and journalists, no refund will be possible after the payment of the fees, except in case of force majeure left to the appreciation of the Organizing Committee.
